Waist measurement?

I'm confused about the sizing on this skirt. Is the 15" and 29" referring to laid flat, so the full circumference would be about double that? If not, then a 29" waist at full stretch is only a size 10-12 and nowhere near the top end of the 'one size' range. I love this skirt but no idea whether I would be able to get into it. I've only just discovered your site and it looks like it caters for larger sizes hence my confusion.

Sizeing

These Balloon pants state they're 'One Size' which is explained as anything from a 10 - 22. However the waist measurements state the largest waist stretch is only 27"! This wouldn't fit a size 14 let alone a 22! Are these measurements correct? I looked at Plus Size trousers & they too are One Size and dome only stretch to 26" waist. I'm confused by this.
Could you please tell me if these measurements given are correct or if they do really fit up to Size 22?
